Grounds Requiring Refusal of License

The Department of Motor Vehicles SHALL REFUSE to issue a license to a person who:

  • is not of the required age (must be at least 16 for provision license)
  • cannot pass written and driving DMV examinations
  • did not surrender a license from another state or jurisdiction
  • holds a license that has been suspended or revoked by any jurisdiction
  • has corrected vision that is worse than 20/200
  • Driver’s License Renewal

    It is against the law to drive with an expired driver’s license. The DMV issues a driver’s license for five years. The driver’s license expires on your birthday in the year reflected on the driver’s license. Planning ahead is a key to avoid license expiration.

    The DMV sends a renewal notice to your address of record about two months before your driver’s license expires. Stick to the following guidelines when it comes to your driver’s license renewal:

  • Make sure your address is current with DMV
  • Follow the instructions on the renewal notice
  • If you do not receive a renewal notice, go online or call to make an appointment to renew your driver license.
  • Driver’s License Extension

    If you happen to be away from California, you may request a free one-year extension prior to your driver’s license expiration. It can be accomplished by mailing your request to DMV, P.O. Box 942890, Sacramento, CA 94290-0001. Remember to include your name, driver’s license number, birth date, California residence address, and out-of-state address. Note, limited-term drivers are not eligible for this extension.

    Driving When Privilege Suspended or Revoked

    If you are operating a motor vehicle with a suspended or revoked license, you can be fined and jailed and your vehicle may be impounded.

    A person convicted of driving while his/her driving privilege was suspended or revoked shall be punished as follows:

    Offense/Description Maximum Penalties
    Driving while revoked for reckless or negligent operator 6 months and/or $1,000. Minimum 5 days and $300
    If filed as an infraction $250
    Driving while revoked for a DUI Without probation: 6 months and/or $1,000 Minimum 10 days and $300

    With probation: 6 months and/or $1,000 Minimum 10 days
