Driving ability and exterior conditions
Certain exterior conditions, such as weather (rain, snow, fog), condition of the road, as well as your skill of driving, are some of the factors to be considered when it comes to a responsible driving. You need to be a self-regulating driver, identify the risks associated with above-mentioned factors, and choose an alternate form of transportation if necessary. It is important to remember that you play a responsible role in ensuring that all drivers remain safe. Understanding the unique limitations and challenges for the various road users we encounter every day will enable us to be more respectful and considerate of our roadway companions.
Vehicle Requirements
Vehicles registered in the state of California are required to adhere to certain guidelines when it comes to safety and equipment requirements (it is discussed in more depth later in the course). Although, recently manufactured vehicles do meet required safety specifications, there are plenty of older vehicles on the roads that do not (such as seat belts, airbags, tire inflation requirements), thus possibly jeopardizing essential safety of the driver and the passengers.
License, Registration, and Insurance
A driver’s license is earned by knowing and following the rules and regulations of the Department of Motor Vehicles. A driver’s license has a unique number or alphanumeric code issued by the Department of Motor Vehicles, a photograph of the bearer, a copy of his or her signature, the address of his or her primary residence, the type or class of license, the physical characteristics of the bearer (like height, weight, hair color, and sometimes even skin color), and date of birth.
The requirements in California to obtain your driver’s license vary depending on your age and whether or not you have ever been issued a driver’s license in another state. Driver’s education and driver’s training courses are mandatory for persons under the age of 18, but are not required for those over 18. Proof of identification, financial responsibility, and adequate auto insurance are requirements everyone must meet, regardless of age.
New residents with an out-of-state license must obtain a California driver’s license within 10 days of establishing a permanent residence in California. When heading to the DMV, be sure to bring the license from your former state as you will be required to surrender it in order to obtain the new license. It is a misdemeanor to drive without a valid driver’s license in California, and you could be cited and may have your vehicle impounded.
In order to apply for your California driver’s license before the age of 18, you must:
be a resident of a state of California
have your provisional permit for at least six months
be 16 years old
have completed a driver’s education course and a driver’s training course
